Ukrainian President Petro Poroshenko says that local elections in certain districts of Donetsk and Luhansk regions are possible only on certain conditions.
"We are keen to unlock the political process and hold the local elections in Donbas," the president told the 'Ukraine's Battle for Freedom Continues' forum at the U.S. Congress building, naming the conditions.
"However, these elections are possible only if Russia implements security provisions of the Minsk arrangements and does not manipulate with the phrase 'holding local elections in line with the Ukrainian legislation and international standards,'" Poroshenko said.

Other important conditions include the deployment of an "enhanced OSCE police mission in Donbas to ensure security before, during and after the elections" and "eventual restoration of Ukraine's control over the border," Poroshenko said.
"The recipe for the settlement is rather simple as that," he added.
