Instant messaging networks such as Telegram created by Russian developers should have their encryption limits, TASS.
The head of the Ministry of Internal Affairs (MIA) of France Bernard Cazeneuve made a statement after the discussion held with German counterpart Thomas de Maizière.
"Me and Thomas de Maizière offer the European Commission to explore the possibility of adopting a legislative act, that brings together the rights and obligations for all operators: regardless of whether they are registered in the EU or not.
"This would impose certain obligations upon those operators, who do not show willingness to cooperate, in particular, to extract illegal traffic data or decrypt messages within the framework of judicial investigations, " Cazeneuve said.
The French Minister added that legislative measures should be directed primarily against the systems that provide an increased level of encryption of transmitted messages.
"Given the systematic messaging through certain applications, such asTelegram, it should be possible to identify and use the data as evidence for the investigation services and for the courts within the framework of judicial procedures ," Cazeneuve said.
Such measures are dictated by the need to oppose terrorism, according to Cazeneuve.
Lately, Islamists in France have been using Telegram app to message and organize illegal actions.
"The use of new technologies, including applications that provide data encryption, force us to adopt new solutions", the French Minister said.
