Ukrainian Foreign Ministry admits PACE crises

Ukrainian Foreign Ministry admits PACE crisesAll the efforts of the Russian Federation to return to the Parliamentary Assembly of Council of Europe have no support from the members of the Assembly, announced Dmitro Kuleba, permanent representative of Ukraine in the Council of Europe, on air of the Ukrainian 5th TV channel.

“PACE President Pedro Agramunt is deeply convinced that Russia should be returned to the Assembly, and then they should negotiate with Russia within the body. Huge efforts are made during this session to introduce amendments to the rules of procedures so that the basis for Russia’s come back in January 2017 to be created. However these amendments are slowed down at the moment as the lawyers do not see the sufficient support for the come back from the members of the Assembly,” – announced Kuleba.

Apart from that the Ukrainian permanent representative noted that the delegation come back at the PACE may bring discredit to the organization and lay the foundation for the crises.

“From the point of view of the all-diplomatic situation and the international front – if somehow, by fair means or foul, Russian delegation comes back the next year, without fulfilling resolution requirements and even more – making the Assembly to change for the sake of Russia, this will mean the escalation of crises within the Assembly itself, its’ discredit. We’ve already learnt how to make war against Russia on different fronts, but the Assembly will lose its status of a reputed international institution from such a step. But we believe that the Assembly itself is bearing principal risks from the come back of the Russians,” – Kuleba said,

As it was reported earlier, the President of the Parliamentary Assembly of the Council of Europe Pedro Agramunt urged the Assembly to take the decisions necessary to return the Russian delegation to the plenary hall.

In April 2014, Russia’s delegation in PACE fell under sanctions imposed by the Assembly due to Russia’s illegal annexation of Crimea. According to the respective resolution, Russian diplomats were deprived of their voting right in the Assembly, as well as of the right to be represented in the Assembly’s governing bodies. Since then, the sanctions against the Russian delegation have been twice extended, while PACE urged the Kremlin to return Crimea to Ukraine, stop the military aggression in Donbas and withdraw its troops from the Ukrainian territory.

Later, on January 2017 the Russian delegation refused to participate in the January session of PACE in Strasbourg until its credentials are restored and the sanctions are lifted.
