Ukrainian sanctions list includes 682 peopleIn all, over 680 citizens from Ukraine, Russia and several other countries have been put on the lists for personal sanctions due to the situation in Crimea and Donbas.

The lists are being published on the Ukrainian president's website on Tuesday in the supplements to a decree, by which Petro Poroshenko had enacted the National Security and Defense Council's decision dated September 16, 2016, to apply personal special economic and other restrictive measures (sanctions).
Supplements 1 and 3 include 347 and 335 persons subjected to sanctions, respectively.

In particular, among 335 individuals (supplement 3) are Ukrainian citizens, persons, who held and hold different positions in the self-proclaimed Donbas republics, Russian citizens, who hold the positions in Crimea and represent Crimea in Russian central bodies of power, as well as former and active Russian servicemen, who, as the authors of the list are affirming, stayed or are staying in Donbas.

The leaders of the unrecognized Donbas republics, Alexander Zakharchenko and Igor Plotnitsky, as well as other chiefs - Andrei Purgin, Denis Pushilin, Eduard Basurin, Olga Besedina, Alexei Granovsky, Yekaterina Gubareva, Vladimir Gromov, Viktor Yatsenko and others are on the sanctions list (supplement 1).

Besides, high-ranking Russian state officials, parliamentarians, military commanders and businesspeople are on the list. Among them are Russian Defense Minister Sergei Shoigu, Foreign Intelligence Service Director Sergei Naryshkin, Chechen leader Ramzan Kadyrov, Russian presidential advisor Sergei Glazyev, Russian Deputy Defense Ministers Anatoly Antonov and Dmitry Bulgakov, Deputy Prime Minister Dmitry Rogozin, Russian Security Council Secretary Nikolai Patrushev, presidential representatives in the federal districts Oleg Belaventsev, Sergei Menyailo and Vladimir Ustinov, Federation Council Chairperson Valentina Matviyenko, senators Yevgeny Bushmin, Andrei Klishas, Vladimir Jabarov, Alexander Totoonov, Viktor Ozerov and Yelena Mizulina, Russian Liberal Democratic Party leader Vladimir Zhirinovsky, State Duma deputies Sergei Neverov and Leonid Slutsky, Alexei Pushkov, Sergei Zheleznyak, Alexei Zhuravlev, Sergei Mironov, Vladimir Bessonov, Konstantin Kosachyov, Alexander Kulikov, Alexei Didenko, Mikhail Bryachak, Oleg Pakholkov, Valery Rashkin, Vladimir Rodin, generals and admirals Denis Berezovsky, Andrei Gurulev, Konstantin Karpov, Alexander Nosatov, Yury Sadovenko, Andrei Serdyukov, Sergei Solomatin, Foreign Intelligence Service ex-chief Mikhail Fradkov, OJSC Mabtempbank founders Arkady Vainshtein, Dmitry Mityayev, Nadezhda Lamonova and Mikhail Gagloyev, OJSC AB Rossiya founders Yury Kovalchuk, Nikolai Shamalov, Gennady Timchenko, Ivan Mironov, Alexei Mordashov and Tatyana Svitova, Financial Standard Commercial Bank founders Vadim Pristupa, Sergei Galchenko, Viktor Belyanin, Kirill Zaiganov and Andrei Ispolatov, Russian National Commercial Bank founders Vladimir Kozintsev and Tatyana Makarova.

The sanctions list also included the founders of Agroinkombank, Severny Kredit Bank, Genbank, Fia-bank, BaikalBank, IS Bank, Sevastopol Maritime Bank, Mercury Group owner Igor Kesayev, ZAlKa supervisory board members Alexei Arnautov, Sergei Chernevsky and Yana Tikhonova.

The list of persons, whom the sanctions have been applied to, stipulated the reasons for putting in practice the sanctions, as well as the type of restrictive measures, including the freeze on assets, halt to financial transactions, denial to issue visas, a ban on entry into the country and other penalties.
