Ukraines Foreign Ministry took into account the statement of Russian President Vladimir Putin on the possibility of deploying UN peacekeepers to the Donbas and believes that the deployment of UN peacekeeping mission can contribute to the restoration of peace and security in the east of Ukraine. This was reported by the press service of the department.
"Mass media's information on the statement of Russian president testifies to Russia's next attempt as a party to the conflict to present its aggression as an internal Ukrainian conflict and distort the very idea and goals of a peacekeeping operation that will not contribute to the main goal of establishing lasting peace in the Donbas and restoration of the territorial integrity of Ukraine. At the same time, Ukraine as a consistent supporter of the initiative to deploy UN peacekeeping operation in Donbas is ready to work on this issue," Ukraines Foreign Ministry stated.
In connection with this, Permanent Mission of Ukraine to the United Nations in New York "was instructed to hold relevant consultations with delegations in UN Security Council."
At the same time, Foreign Ministry drew attention to the fact that in March 2015, President of Ukraine Petro Poroshenko, officially sent an appeal to the UN Secretary General and the President of UN Security Council for the deployment of a peacekeeping operation in the territory of Ukraine under the auspices of the United Nations. This letter was distributed on April 2, 2015 as an official document of the UN Security Council. Such initiative of the head of state was previously supported by the National Security and Defense Council of Ukraine and the Verkhovna Rada.
The goal of such operation would be firm peace in certain areas of Donetsk and Luhansk regions, based on Minsk agreement and in accordance with basic norms and principles of UN Statute, reinforced by OSCE SMM presence. Since then, Russia has always ignored Ukraines appeals, avoiding consideration of our appeals in the UN Security Council, Ukraines Foreign Ministry added.
The authority stressed it is unacceptable that Kyiv negotiates with the Russia-backed militants about deployment of UN peacekeepers in Donbas or presence of Russian troops among the peacekeepers. Russia is once again trying to pose the Kremlins aggression as an inside civilian conflict in Ukraine, distorting the very idea and goals of holding the peacekeeping operation. This contradicts the very idea of setting a long-lasting peace in Donbas and restoring Ukraines territorial integrity. If the decision about peacekeeping operation in Ukraine is made, there is no way that the aggressor country can deploy its military or any other contingent under the disguise of peacekeepers. That would contravene basic principles of UN peacekeeping activity, reads the commentary of the ministry.
Previously, Russian leader Vladimir Putin stated that presence of UN peacekeepers in Donbas would help solve the conflict in eastern Ukraine; he charged the Foreign Ministry to develop the respective draft resolution to be considered by the UN Security Council.
